I ran "Birmingham Delivery Company" through Google and found a few hits, one being an auction lot (#S-210), listed as a counterfeit. See:

I also found the "Leith" item mentioned here, along with much else useful information about local-posts. See:

All those illustrated above are so poorly printed I would believe they are all counterfeits/reprints...

If forged, it would have been to defraud the companies, not philatelists; Birmingham auctions came right out and called their examples "counterfeits"
