Mauriziolaos Hi

UNABLE TO FORWARD
SERVICE SUSPENDED.

Thought I had lost this item. I bought it a couple of years ago, put it somewhere safe, and then couldn't find it again. "Somewhere safe" turned out to be one of the other Laos covers I was thinking about scanning to post here!

Image

I think this is far more interesting though you could argue that its not Laotian Postal History as it never made it to Laos. Addressed to someone at the Kings Palace in Luang Prabang and posted from London 3 DEC 60 it didn't get far. Do you know what the cause of the Service Suspended was. It could of course have been industrial action or something similar in the UK but seems just as likely it was due to some event in Laos or elsewhere in S.E.Asia, any thoughts?

I hope somebody else could give an explanation ....
What I may tell is:
When King Sisavang Vong died in 1959, he was succeeded by King Savang Vatthana. Following a bloodless coup in Vientiane on 8 August 1960 led by Captain Kong Le, the King agreed to install Prince Souvanna Phouma as Prime Minister.
In December 1960, Kong Le was defeated by General Nosavan, who installed Prince Boum Oum as the head of government in Vientiane. Kong Le and his forces fled to the Plain of Jars with Souvanna Phouma's cabinet and joined the Pathet Lao (Lao country) to establish a neutralist government.

which could have led to a 'postal service suspension' but I never heard of !

Dear Friends,
just arrived ....
This is the first envelope of Laos I ever seen which has a stamp of Indochina and a stamp of the newly born Kingdom of Laos.
I am sure that the usage of indochinese stamps was permitted/tolerated for a certain period during the Kingdom but I do not have any information.
Maybe some of you have it ??

from Savannakhet 8 Dec 1951, via Vientiane 10 Dec to France (no arrival pmk)

Cheers,

Hi Maurizio,

The map is simply excellent, thank you!

It would be greatly appreciated if you could help me with different postal maps of Vietnam (Tonkin, Annam, Cochinchine) and Cambodia during the French period.

Never mind, Maurizio!
And thank you, too for the information on Venot's study.

I am trying to "translate" Vietnamese geographical names as put down by Desroussaux (and others) into... Vietnamese. This is NOT easy! More often than not, as you may have learnt, vowels are spelled in Vietnamese in different ways which Latin words simply can not write. For example, the vowel "o" can be written in 18 different versions in our language:

O Ò Ó Ọ Ỏ Õ
Ô Ồ Ố Ộ Ổ Ỗ
Ơ Ờ Ớ Ợ Ở Ỡ

Therefore, the map that you linked (which also includes Tonkin) will greatly help me. Many thanks!

This part of Cochinchina and Cambodia, from a French philatelic forum that i do not remember, seems to be from the same period?

Mauriziolaos Hi

Gone a little quiet here!

When you have time I would be much obliged if you could write a few lines on the reason for and the value of the LAOS stamps of 1982, 1983, and 1985 (I think) that were re-issued with these years overprinted on them. I have seen them mentioned in Stanley Gibbons Cat and elsewhere but no historical notes. I even bought an auction lot earlier this month that had 3 covers one of which included a mixed franking with a single 1985 ovpt. If of interest I'll post a scan/copy later.

Regards

I can only get to the GPO once a week to collect my mail there, so there's always a goodly pile of online purchases waiting.

A small flurry of Laos material came this week.

First, 2 covers addressed to a "Rev. B.S. King" (oh dearrrrr, what an unfortunate name  ). The good
Reverend was obviously a philatelist, as these (and a couple, IIRC, other covers addressed to him offered by the seller) have the "coin date" corner margins.

Image

Then a nice commercial usage to, unsurprisingly, France. Is it so hard to affix stamps the right way up?

Happy New Year to all the Laos collectors. Its been very quiet here for a while but I did find a couple of Laos covers for my collection at the York Racecourse fair last week. As mentioned before I like the destination aspect of commercial covers and the one to the Bahamas is a first for me. Hong Kong is somewhat more common but I do like the design of the 2500th Anniv of Buddhist Era commem.

Wonderful pair of covers. 8) Laos-Bahamas, now there's a case of "show me another!". They certainly did honour Buddha well with the 2,500th anniversary set. Hong Kong is indeed seen a lot on mail from SE Asia, what with the commercial ties of overseas Chinese, but this one is interesting as its addressed to an Ordnance Officer, not an export company or such. Maybe personal mail, but in that case, why not have the letter sent to your home address?

Mauriziolaos I noticed in one of your opening posts you mention you are also collecting Cambodia so I hope you won’t mind a Cambodian item featuring alongside a Laos item in this post. I bought these two recently as a pair and they are almost to small to bother scanning on their own!
Image
The fiscals are not particularly valuable, probably catalogued at a few pence or pounds each but I don’t remember seeing any others used from these two countries.

I am back from a motorbike accident which impaired my ability to write for a few weeks ..............
The overprinted issues of 1982, 1983 and 1985 are a very nice story to tell;
Lao government decided the devaluation of the LAK (Lao Kip) as 100 old kip = 1 new kip.
The Lao post office through overprinting, reevaluated those older issues from 1976/79 at the new currency adding the year. These ovpt stamps are therefore denominated in New Kip (10 kip = 1 US$ at that time).
The 1982 overprinting was issued on December 16, 1982
The 1983 overprinting was issued on November 22, 1983.
The Luang Prabang Post office run out of 5 and 10 kip stamps and none available in Vientiane; the printer was requested to overprint a new batch of sheets with the year ......... but it was already 1983 so he thought better put 1983 on the latter !
Most of the 1983 overprints were allocated to Luang Prabang Province and are VERY RARE.
The 1985 overprinting was made in 1985 ( exact date yet unknown ).
Quantities are also unknown but most of them actually saw postal use.
The low denomination values - till 50 kip - have been used up quickly and are not common in MNH.
These stamps - all of them scarcely seen MINT on the philatelic market - are usually with defective gum because did remain at the post office from 1976 /79 until 1982/85 ( date of overprinting ) in a tropical climate and receiving any care at all.
Its high quotation depends on the face value at time of issue and the higher values are often seen used in the late nineties (too high value at time of issue).
I personally think that the lower denomination are much more scarcer than catalogue' quotation suggests !

And now a few scans !

Mauriziolaos I’m sorry to hear of your motoring troubles but glad you are on the mend and able to post again.

Thanks for the info regarding the overprints most interesting. I’ll have to try and find some more examples. I particularly like the overprint errors you posted.

In the meantime I’ll post a copy of the first one I found on cover in the next week or so.

Unfortunately everyone things Laos in now dangerous following the 3 Aussie deaths in recent weeks. People will do drugs and get "s...faced" in 3rd world countries...

Latest mail is a genuine commercial use this month of current available stamps. Its on peice. Was the 2012 Beer Lao calendar - some very pretty girls in traditional dress.

Maurziolaos, be careful on your motorbike especially with Lao New Year approaching. They just love to drive drunk as I'm sure you've experienced.

Mauriziolaos Hi, I hope you are feeling better and well on the road to recovery. Thanks for posting the update and extra information on the “Year Overprints”.

My sole example so far is a 1985 Overprints – Here is a scan of the cover I mentioned a couple of posts ago.

Image

It wasn’t until I went to make the scan I noticed that it has been used quite a while after issue (1993) but it appears to be a commercial cover from Luang Prabang.

This envelope franked 3 x 300 kip o/p 1985 has been mailed on 16 July 1999 from Sayaburi (a very low populated province) to a Radio Station in Vientiane !

Latest addition to my Laos collection from a small stamp fair last Saturday. From the Head Post Office Vientiane to London 27-10-1959 but Insufficiently Addressed/ E.C.29 cachet providing the reason for non delivery. There is a single unreadable London backstamp only.

Sabaidee, welcome back. The fact that this thread goes quiet sometimes could reflect the difficulty in finding material. I get a fair number of Cambodia covers off fleaBay, but Laos items are tougher.

I keep the two in 1 album -- Laos in the front, Cambodia in the back, and the album is getting filled from behind without a lot of creep inwards from the front.

When you have a fair number of Cambodia covers, look for the last mail out of each province/city/town during Lon Nol era. A major challenge.

Just on tentative sale on Del Campe.
Two rare Laos covers:
the Thado postmark is signaled but no reproduction in the french catalogue but I still think that 3,900.00 US$ as a starting price is not cheap !

Image

This Registered letter with Muonghou-nua postmark is also very scarce and proposed at a more affordable 300 US$ .......

Image

apart from the starting price these are two very nice pieces !

If I will know more I will add more.

Chuc mung nam moi!

I believe this year will mark a turning point in Lao PDR's history, as it will accede to the WTO and host the summit meeting of the Asia - Europe Meeting (ASEM).

All the best to our Laotian friends!

It's great, mauriziolaos! But will you have the documents translated into English?

We at vietstamp are trying to do the same thing for Viet Nam here:

That one looks familiar, was it on eBay recently? I came across a seller in NZ selling a large trove of 1980s commercial mail, to that addressee.

I knew it would happen, that I would end up bidding against SB members when we discover a shared interest.

I think that them are enough easy to understand ...... and I hand-wrote some translations already.

Been a little quiet here, so I guess like me everyone’s been finding new Laos covers a little had to come by. This is my only recent purchase.

mauriziolaos & Sark:
Thanks for sharing your information and scans. Only two I have so I thought I'd throw them up together, even though one is Cambodian, they are both from the Dooley foundation.
Some interesting info on the Dooley foundation on the web.

Thanks,
pat

Pat Hi

Doesn’t matter if you have one or a thousand covers to share: all postings more than welcome. No mistaking which one of your’s is from Laos! I have never seen the likes of it before, so glad you posted.

Just received a very seldom seen postcard to USA within the provisional period of Lao P.D.R. (Dec 03, 1975 till Dec 02, 1976) when having no PDR stamps the Kingdom stamps were used defacing the wording 'Royaume du' in both French and Lao languages.

Yet ironically the postcard urges you to fly "Royal Air Lao".

Me again :D
Tried to find a Cambodian site, but this seems to be a close as there is for now. I think I saw some of you also collected Cambodian, so I thought I would share this also.
Anyway, When I was trying to find it, I remembered it as being Laotian.

... rare Laos cover:
the Thado postmark is signaled but no reproduction in the french catalogue but I still think that 3,900.00 US$ as a starting price is not cheap !

Hello all! I'm fairly new to stamp collecting. My Grandfather was a US Diplomat for USAID in Laos and was a huge collector. I got his collection when my Grandmother passed. I have enjoyed looking at the artwork and had fun researching them online. I came across this during that and thought I would share, and look at others collection. Most of my collection is first day covers and stamp sheets. I copied some of the covers for you enjoyment.

Could someone be so kind as to fill me in on this? I have not been able to gather any info on it thus far.

Looks like a sales card from a dealer/stamp shop. Some stamps mounted on a piece of card, then put in plastic wrapping, with a label giving quantity and price.

(By the way, almost everyone here on the board uses Photobucket.com for hosting images. It allows full-size pictures, not just thumbnails, to be embedded in posts, and no need to click to an outside site, which is also discouraged here.)

Further to Aethulwulf's comments- find out more about adding images on Stampboards in post 1 of this thread: http://www.stampboards.com/viewtopic.php?f=1&t=284

Your image is far too small for anyone to be able to comment helpfully- here it is enlarged and loaded via photobucket:

Hi all:
This one popped out of a box lot I got today & thought I would share to make up for the Cambodian I slipped in last time. Doubled up my Laos covers. If this keeps up I'll have to say I'm a collector :)

Found this on the net about Tchepone; seems like things heated up a few years later.
http://www.dtic.mil/doctrine/jel/jfq_pubs/2217pgs.pdf

Also:
"As early as May 1958 PAVN and Pathet Lao forces had seized the transportation hub at Tchepone, on Laotian Route 9. This had been accomplished due to the results of elections in May that had brought a right-wing government to power in Laos, its increasing dependence on U.S. military and economic aid, and an increasingly antagonistic attitude toward North Vietnam."

No return address as to a clue who sent it from there.

Best to all,
pat
