Hi!
I don't know what these were used for, or on what for that matter.
I found a few of these in an old album last year - maybe someone could tell me a little more about these stamps .

I think they are Christmas seals sold to raise funds for the Australian Tuberculosis Association. Here are similar ones for Canada and the USA:
