I have several of these stamps and I have not been able to ID them.

This stamp is very similar to early IRAN/PERSIA Service Stamps.

This is one of many similar revenue stamps of Iran.

The upper left circle contains the monetary unit -- in this case "toman" or maybe "kran"

The upper right circle contains the denomination -- in this case "1"

The bottom inscription tells the type of revenue it is.

The stamp is a 1909 coat of arm stamp with a special overprint to acknowledge it was used for passenger using the post coach for meaning of travelling from one point to another. The post coach had a better protection on the road than the passenger coaches. These stamps are doing a ticket function for postal coach and are not listed in normal catalogues.
