Most very large GPOs had a ton of different cds all ID via a number or code letter, so the user could be traced back if needs be!

The number is, I believe, a counter number (as in sales counter).

They may still employ the same sort of system today.
My local Post Office has stampers on the counter and each person/till has their own stamp. I have seen that they have a number on each when stamped - 1,2,3,4 etc.

It would be a way of tracking that none are missing when put away at the end of the day? "Hey, where's number 5 stamper?"

Not that I think it's so critical today, but they would know from which counter the envelope or package was passed over and which till processed to charges.
