I would keep them on piece.

If you soak them, some of the blocks may separate. :idea:

I would soak them. Soaked carefully (water that is not too hot--use room temp tap water and let them soak long enough, they'll come off) the blocks won't separate.

The stamps aren't scarce or anything, and there's no address etc details to give info about the rates. And besides, would you believe large blocks of commems are commercial use? Commems in this era were printed in the 60-100million range, and are still used today as postage as there's a kazillion of mint around.

Common blocks I'd soak in hot water in a dinner plate (or similar large flat tray). Do not overlap pieces, do one at a time if need be. Lay the pieces face down and the blocks will quickly "fall" off the piece. Carefully lift off the paper until the blocks fall off naturally (any pressure you put on the blocks will likely separate them).

Carefully pick up the block by one end and lift gently from the water then lay onto a page in a drying book. You should be able to carefully adjust the block while its soaking wet in the drying book to make sure its entirely flat (again, if you try to lift out of the book you'll probably separate stamps). Use a plain unscented tissue to lightly soak up excess water once the block is flat (excess water can cause wrinkles in the drying book which can shape the stamps too). Keep flat and let dry.

Stamps are used way out of period, so I'd soak them.
