Basra (h) has been in the news for a few years.

They appear to be Iraq Fiscal Stamps and seem to have been used on a visa or application of some sort.

Just a guess, mind you.

Ok Lets try this for starter.

1 . they are not postage stamps so will not appear in any standard catalogue.
2. They have an English language overprint " REVENUE" and the currency is Annas
3. The canceller is the " PASSPORT OFFICE BASRAH"
4. Following the invasion of Mesopotamia ( Later Iraq) by theBritish in the 1st world war, Turkish stamps were overprinted " In British Occupation" for use in Iraq
5 the little bit of handwriting in English refers to a " passage to India"

I suggest these are Turkish Revenue or tax stamps taken by the British Authorities in the new Iraq , overprinted with Indian currency and used in Basrah to pay the fee for a passport.

Good luck Alex

Starting in 1916 the British overprinted various Ottoman revenue stamps with "REVENUE" and a value. These are from 1916.

In this case the underlying stamp was a cigarette papers revenue and was asked about in this thread:

These are listed as British Occupation of Iraq revenue, Barefoot #14 issued in 1915, priced at £5 (1996).
