This stamp is watermark large star and has a top/bottom perf of 10.25, but a bit irregular it seems to me. If it is perf x roulette, then I cannot find it in Scott with the O.S. o/p. So my question is: Is it perf by roulette

The perforating equipment used for these was extremely primitive, by later standards. Looks to me to be perforated all round, no rouletteing.
