Not my field of interest but I believe these are Japanese National Pension stamps from about 1968

Note that each one of these stamps has the letters "EP" embedded in the Japanese text (some of the fonts make it difficult to distinguish the P)

This designates the issue as a revenue.

Barefoot catalogues these 1961-64 Pension Fund revenues between £1-2.50 each
