The latest issue of the journal for the International Society of World Wide Stamp Collectors has announced the start of a new swap circuit for souvenir sheets.

My wife hopes to find some nice modern topical sheets, much as I am always finding stamps for my collection in the existing swap circuits, so she is busy on eBay picking up large lots. This item is from one of her purchases.

These are listed in a long table that Scott provides as issues declared illegal by the Afghan post. I know that it is probably from the late 1990s. I am happy to add it to my collection for a few pennies.

In the last decades, many illegal stamps bear the name Tuva were distributed in the markets. Most of them with themes with no connection to Tuva.

During years 1994-1995, the autonomous government of Tuva officially prepared stamps for postal use but these stamps were not accepted by Russia hence were not issued. These stamps are listed in "Tuva 2000" catalogue by Backman.

Among the sets prepared for use but were not issued, a set of bird stamps was prepared in 1995. Here is the set (imperforated):

Occasionally the names used for birds on postage stamps are not the same as the ones I post. This set is a good example - some of the English species names (common names) are different and even more of the scientific names needed to be double-checked.

Much of this is due to recent advances in bird genetics where stamp designers and stamp issuing authorities have not caught up. For some time now I have used the IOC World Bird List as I expect this will end up being the standard accepted by the global bird studies community.
