Difficult to make out from the scan but if the date on the right side of the stamp is "1961" then this is U79 from the Unitrade Specialized Catalogue of Canadian Stamps. The 1961 must have been the design date as the catalogue states it was issued between 1962-64. Sorry but cannot help with the Higgins & Gage #

It appears to be from an envelope.

HG 40 - 5c Blue
Issue date is 1954.

There is a later version that also appears similar to your design but it did not come with a 5c value. HG 46 in 1962.
My HG catalogue is actually a scan of the original one, so I don't have high resolution details of the images.

A lot of the postal stationery envelopes used the same design as the stamps, so you can figure out the time period by checking the stamp against the definitive issues.

Just as a follow-up. If the date in the lower right corner is 1953 then it is U75 from the Canadian catalogue
