Overprint Position 12
Plate/Pane/Electro position 12 or 42

Another interesting position and, similar to Position 6, on the periphery of the overprint forme.

It's generally accepted that:
1. The first state was a normal stop after 'ISLANDS'
2a. The stop wore to become a hollow one
2b. The stop completely wore away to become the well known 'No stop' position.
3. Was repaired as a large stop.

Based on examples from my collection there are possibly 4 major
states to this position.


1. 1st state: either 1a: "Normal stop after 'S'" and/or 1b: "Very early hollow stop after 'S'".
Could not find an irrefutable example where the stop was solid and normal.
Similar to Position 6 where the 'normal' stop is not found.
2a. 2nd state (2a): Large hollow stop after 'S'.
2b. 2nd state (2b): The hollow stop has deteriorated - seen as semi-circles and/or series
of dots.
3. 3rd state: Large repaired stop after 'S'.
4. 4th and/or 5th state: Either as a completely missing stop after 'S' due to poor make-ready
OR foreign material adhering to the stop and part of the 'S' and second 'C' of PACIFIC.
Either one of these states could be an EFO (Error/Freak/Oddity) i.e. not constant.


To get from the 2nd to 3rd states one can see other sub-states:

Fourth state:
Supposedly there exists the state where the stop after the 'S' of 'ISLANDS' is completely missing.
Possibly correct.
Could also have occured when a make-ready beneath the overprint forme was insufficiently
strong to permit complete contact of the forme with the paper (as seen in state 2b where the
deteriorated stop assumes several different configurations).
Below are the two minimal vestiges of the stop in my collection.

Fifth state:
Significant portion of the 'C' of 'PACIFIC' and the 'S' of 'ISLANDS' missing along with the "NO STOP".
This could be an EFO (Error, Freak or Oddity) i.e. some foreign material obscuring part of the
overprint forme or it could be indicative of part of the forme falling apart.
Or a contrived attempt to create a "NO STOP" example.

Complicated position. Generally accepted the first state of both stops, after the 'W' & 'S' are normal.
I'm not convinced - could be early hollow stops from beginning.

Stops were repaired - huge ones. Began to wear. Upper right serif of 'W' and back of 'P' are damaged.
Then stops wear away slightly.

FIFTH SETTING: The types of 'A's and 'S' pairs

TYPES OF "A"s:

TYPE 1: “Top A”: Shows a slight bulge and dent in the left side, opposite the top of the white
triangle.
“Bottom A”: Shows a very similar bulge and dent in the left side. Not so marked.

TYPE 2: “Top A”: Shows a bulge and dent in the left side almost opposite top of white triangle
(slightly lower than in Type 1).
“Bottom A”: Shows a bulge and dent in left side just above the level of the cross-bar.

TYPE 3: “Top A”: Shows a shallow dent opposite and just under level of top of white triangle.
“Bottom A”: Shows a bulge and dent in left side above cross-bar, slightly higher than in Type 2,
“Bottom A”.

TYPE 4: “Top A”: Shows a bulge and dent in left side, opposite and just under top of white
triangle.
“Bottom A”: Shows a faint shallow dent in left side opposite and just above top of white triangle.

TYPE 5: “Top A”: Shows a bulge and slight dent in left side, opposite top of white triangle.
“Bottom A”: Shows faint shallow dent in left side, opposite middle of white triangle.

There are 3 states of the overprint.
First state: Normal overprint.
Second state: Top of stop after 'W' of 'N.W.' begins to wear.
Third state: Nick in upper left serif of 'N' of 'N.W.' and continued wear of stop.

the serif is missing.

Note: Although one assumes that the overprint shown below is the First state this is not necessarily
conclusive. We believe in the initial print runs the 'I' was normal; later it was damaged and
remained so until the last printings. The damaged overprint forme could have been substituted
with another undamaged one. There would be no way of knowing unless measurements to adjacent
overprints differed significantly.

According to Purves (p. 20), "The only "secondary" flaw found in ALL printings is on No. 14, which
shows a bent left limb...near top.". I reserve the right to differ.

The surcharged "One Penny" stamps (on the Geo V 1d & Roo 1/- values) are not a well-researched group nor do they frequently come up for auction.

My library, of literature from '75 on for Papuan Philatelic Society & SAS/Oceania; '84 on for BSAP, ACCCNSW & APS, has no listing of any articles dealing exclusively with the surcharge. I have a BSAP supplement documenting a collector's presentation that has a brief mention of the quantities issued (see below) and another article from 'Stamp Collecting.'

I only have about 5 single copies (used & mint) of each value including one or two forged surcharges.

If Smith is correct regarding quantities issued, then at least 100 blocks of 30 of each were overprinted. I recall reading somewhere the shortage of 1d stamps only occurred at Rabaul and circulation was supposed to be limited. Nonetheless I have seen multiples cancelled at Kokopo, near Rabaul, and at Namatanai. Dates of usage seen are 2-3 days prior to official release to at least Sept/October of 1918.

I do not recall having ever seen even a single copy commercially used on a cover.

Over the last 10 years or so I've seen numerous vertical 'a,b,c' strips; several horizontal strips of 6 and only a couple vertical blocks of 10 (2x5). Have never seen a complete block of 30 - assuming they were ever sold in such large blocks.

I'll search my library for partially photocopied articles from the "Gov't Gazette" and "Rabaul Times". Might have something on the restriction of sales of these surcharges although I might be thinking of references to the "GRI" sales.

Anything else you find I would like to see

For the record I have both L&R4 both with the O of ONE broken at the top on the surcharge.

Both look to to be CTO, L4 at Rabual and the R4 has two small amounts of outer circles left and right of the stamp
