OVERVIEW OF THE SET - In 1984, the Pacific Island of Tonga commissioned Walsall Security Printers (WSP) of London, UK, to design and print a set of self-adhesive definitive stamps with designs showing marine life. Stamps from the first set were issued in stages during 1984 and 1985. In 1985, in a world first experiment, WSP did a trial printing of the 9s value as a self-adhesive stamp which was fully perforated.

In 1986 due to postal rate changes some stamps were surcharged with new denominations. Then in 1987 WSP did a small trial printing on gummed paper of 10s and 32s values, being Tonga’s first non self-adhesive stamps for about 20 years, and in 1988/89 many of the stamps from the 1984/5 set were reprinted on normal gummed and perforated paper together with some new designs/values. Due to shortages, WSP reprinted some stamps in 1990, 1992, 1993, 1994, 1995 and 1996 with changes to the font and placement of text. Each new printing showed the year of issue at the bottom.

There were perforation changes and different paper (none had watermarks) used over the period. Also due to severe shortages on three occasions the local government printer surcharged 3 values with needed denominations until new supplies arrived from WSP. Walsall Security Printers were the sole printers used for all stamps in the long set. Numbers printed were never released.

CONSULTANTS - Combined Philatelic Agency (CPA) of London UK were the philatelic advisers who liased between Tonga and WSP for the duration of the set. Directors of CPA were Alan Benjamin and Derek Worboys. After Derek Worboys passed away, Alan Benjamin continued in this capacity.

USAGE - Many stamps from the set are known used well into the 2000’s as Tonga suffered severe shortages of stamps in the early to mid 2000’s and supplies of many of the earlier issues were used up during this time. Many of the earlier issues were also overprinted to make needed values, but to date no stamps from the marine life definitive set are known overprinted for postal use (but some were overprinted for Stamp Duty revenue use).

ARTIST DRAWINGS – Ray Edge, in-house artist at WSP did the artwork for each different design in the set.

CROMALIN PROOFS - done on thick card and in full colour, a proofing method used by WSP in which full colour proofs are produced directly from the colour separations prior to final production of the printing plates. Each colour is layered on top of the next building up to the full colour design. Usually only four of each cromalin proof were done.

BROMIDE PROOFS - done on thin card in black and white –used to check the design, some were sent to Tongan officials for approval and some were used for publicity purposes and for use in printing brochures and the new issue bulletin. Usually 20 were done.

SPECIMENS – usually 10 sheets of each value were overprinted specimen – where there were 20 stamps in the sheet, then 200 stamps overprinted specimen exist and when the stamps were small format with 40 stamps in each sheet, then 400 specimens exist – some were sent to the UPU, some to Tongan officials, some to philatelic journals and others were given by the philatelic bureau to large new issue buyers. CPA also kept a few sheets for sale to collectors.

OFFICIALS – a small number of stamps were overprinted “official” in 1984 and 1995/6 for local government department use. These were used well into the 2000’s as no more official stamps were issued since 1996. Covers showing usage of the official stamps are scarce.

IMPERF STAMPS – no imperf stamps were issued – however one or two sheets of some values have been found imperf.

GUTTER PROGRESSIVES – sheets of all stamps in the set (except for the $5.00 and $10.00 values where sheets of 12 were issued with two labels in the middle) contained 5 gutter labels with each gutter label from the top down showing the progressive colours in the printing process. The top label shows the design in yellow, the 2nd shows blue, the 3rd shows yellow and blue together, the 4th shows red, and the 5th shows yellow, blue and red together (but still without the addition of the fourth colour black). MARGINAL MARKINGS – as seen in the above sheet, there were three different types of marginal markings at the right side of each sheet plus the sheet number. In the sheets of 40 small format stamps, these marginal markings are in the selvedge at the bottom of each sheet.

The 1s stamp was needed as a make-up value. It was self-adhesive die cut on backing paper perf 14½, four colour printing, issued 10 April 1984 in sheets of 20 with 5 gutter labels.

Issued 18 Oct 1988 - 2s value is now non self-adhesive, printed on security paper with fluorescent additive making it whiter, PVAD gum, perf 14½x14. Design is modified for a larger surface area – the lines at the top and bottom are spread further apart, dated 1988 at bottom, photo-litho 4 colours.

Issued Apr 1990 – the 2s value was in short supply, so a small stop-gap printing was done on chalk-surfaced PVA gummed paper, perf 14½x14, with 1990 date at the bottom. This stamp was only on sale for 3 months, and was replaced in July 1990 by a small size stamp with the same design.

In July 1990, four booklets were issued showing different marine life scenes on the covers. Each booklet contained 4 panes with 10 stamps to each pane – one pane in each booklet contained 2s values

Issued 12 May 1992 - 2s coral again in short supply so reprinted with 1992 date at bottom. Small size format on chalk-surfaced PVA gummed paper, perf 14, sheets of 40 again – no other changes were needed.

2s coral - 1993 overprint

In early 1993 Tonga sent an urgent appeal for 10s stamps. It was another 3 months before a new printing could be sent from UK, and supplies ran out, so unknown to the UK printers , the local Government Printer overprinted 60 sheets with the new value of 10s – these were only sold through the Post Office until they were used up. Not included in philatelic bureau standing orders, the issue only came to light outside Tonga some months later.

1992 printing - now 15s

12 May 1992 – the design is now issued as a 15s value with date 1992 at the bottom, small size format on chalk-surfaced PVA gummed paper, perf 14 in sheets of 40 – this 15s value paid the inter-island airmail rate only up to October 1992 when the rate went up to 20s, so correct usage paying the inter-island airmail rate is scarce.

9s shark - 1985 printing

In 1985, Walsall Security Printers decided to trial a fully perforated self-adhesive stamp – this had never been done before. This trial was done using the 9s shark value (plus 4 commemorative sets from Tonga and Niuafoou in 1985).

28 May 1985 - world first - trial printing done to see how effective a fully perforated self-adhesive stamp would be because double process of perforating backing paper and then die-cutting the design often resulted in damaged stamps. Perf 14½

The islanders were not used to a fully perforated self-adhesive stamp, so instructions were printed on the back of each stamp. Instead of peeling the stamp off the backing paper, the backing paper is now to be peeled off the stamp.

31 May 1996 - The T$10.00 design was reprinted and modified to improve the quality. Problem with 1995 printing was that most text was at the bottom, so latin inscription was moved to the top left. Photo-litho 4 colour process, PVA gummed paper, perf 14, sheets of 12 with two central labels.

10s shell – 1987 printing

10 Oct 1987 test run for normal gummed and perforated stamps – this 10s value is the first non self-adhesive stamp issued by Tonga in 20 years. Printed photo-litho in 4 colours, perf 14 with no date at bottom. Not satisfactory as stamps now had greater surface area and designs looked lost. Very small printing and reprinted in 1988, usage is scarce.

1993 overprint – 20s on 4s

Early 1993 an urgent appeal was sent for 20s values. As orders took 3 months, supplies ran out before reprint was ready. Unknown outside Tonga, local Government Printer surcharged 60 sheets of 1989 4s value with 20s in blue – these were only sold through the Post Office and none were distributed to dealers or collectors - rare – only 1,200 surcharged. Usage is very scarce

12 May 1993 – A 60s value is needed to pay zone 1 airmail rate introduced in Oct 1992, so the 29s shell design is used, and reprinted in small size format with major changes - lines removed, value and country on one line in modern type to proportion the design better, 1993 date at the bottom, photo-litho 4 colours, chalk-surfaced paper PVA gum, perf 13

27 Sept 1995 – 60s value supplies are running out, so a 60s value is reprinted as part of the new set, designs modified to improve quality – problem with 1993 printing was that background shading was too high. Design now lowered, chalk-surfaced paper, PVA gum, perf 14

32s fish – 1984 printing

The 32s value paid the zone 1 airmail rate up to Sept 1985, and from then to Oct 1992 paid the postcard and aerogramme rates to all destinations, self-adhesive die cut on backing paper perf 14½, four colour printing, issued 10 April 1984.

32s fish – 1987 printing

10 Oct 1987 test run – The 32s value is part of the first non self-adhesive set in 20 years. Printed photo-litho in 4 colours, perf 14 with no date at the bottom. Not satisfactory as stamps now had greater surface area and designs looked lost. From Sept 1985 the 32s value became the postcard rate to all destinations. Very small printing, only in use until 1988.

No cromalin or bromide proofs were done

32s fish – 1988 printing

4 Oct 1988 - The 32s value is reprinted on Harrison paper with PVAD gum, perf 14½ x 14 using modified a design for the larger surface area. The lines at the top and bottom are spread further apart (from 23mm to 25mm) and the date 1988 added at the bottom. Photo-litho 4 colours

Apr 1990 – The 32s value is in short supply, so a small stop-gap printing is done on chalk-surfaced PVA gummed paper perf 14½x14, 1990 at bottom – only for sale until July 1990 – rare on cover.

32s fish – 1990 booklet printing

In July 1990, four booklets were issued showing different marine life scenes on the covers. Each booklet contained 4 panes with 10 stamps to each pane – one pane in each booklet contained 32s values
