It is a very scarce multi-colour Overseas Mailer Calgary Stampede event cover. There are quite a number of collectors of Overseas Mailer covers (myself included). Some are very scarce and in demand (especially if you are trying for a complete set).
Britjag, check nightwatchmans tag line (Author of related Overseas Mailer works). I assume it is an item missing from his collection.
I have a lot of Canadian Overseas Mailer FDCs, and Calgary Stampede Event covers, sadly not that one.

I have a decent 1951 cover in black, not color, and it's not "Overseas Mailers," just a handwritten address, July 14 cancel (my scanner bulb is burned out, no image available).
Is it of any use to you? If yes, I'll get a friend to take a photo with his smartphone, then email it to me on the spot so you can have a look, via forwarded email.

Absolutely delighted to report that today 18 October 2020 I received an offer to sell me the above 1951 Calgary Stampede souvenir (event) envelope by Overseas Mailers of New York. The seller is in Edmonton Alberta, north of Calgary.
My first WTB for C$150 was listed here on 24 June 2015.
So, after 5 Years and 4 months (4,324 views) and a offer of C$200 this journey has ended.
I will post a photo of the cover when it arrives from Canada.
I think it will take a couple of months to arrive in the CoronaV Storm.

I fear the seller, in Edmonton, is only an agent for the owner of the cover on the East Coast who has had second thoughts about selling the souvenir envelope
